During the civil war in 1946 groups of ruthless criminals occupied the region in the north-east of China, terrorising the civilian population. The most powerful of these is Hawk, who lives in a fortress protected by a powerful army, armed to the teeth. Thus a handful of soldiers from the People’s Liberation Army organise themselves in order to restore law and order to the region. After having imprisoned one of Hawk’s men, their commander decides to remain and lead an attack on the fortress.
