On the 30th June 1988 the Kraftwerke Oberhasli AG (KWO) applied to the Berne Canton for permission to use the water in the artificial lake of Grimsel. Plans for a new profect involving 17 years work and costing 3.7 billion Swiss francs were made by the Grimsel-West in order to build a new dam. It also includes the construction of two levelling basins and four new hydroelectric stations and the laying of 85 km of pipes. It was soon found that the venture was extremely limited in terms of productive efficency and technical construction. The film shows the various stages of the project and the arguments that have arisen among the inhabitants.
