The offices are the stage of heated debates between the employees and the multitude of tenants who come with complicated problems. The film swings between Kafkian absurdity and the most amusing aspects of Neapolitan popular theatre: it does not aim to judge, but it is firmly intent on showing the inner workings of the “bureaucracy of compromise”.
